China light vehicle retail sales fall 28% in September

China light passenger vehicle retail sales fell 28% to 1.603 million units in September, the twelfth straight monthly decline, while exports jumped 74% to 917,000 units, CPCA data show.

Scope of change

  1. September 2026 retail sales fell 28% year on year to 1.603 million units, per CPCA.
  2. Twelfth consecutive monthly decline in China's domestic passenger vehicle market.
  3. Exports of built-up and knocked-down vehicles rose 74% to 917,000 units in September.
  4. Nine-month NEV sales fell 13% to 7.758 million units after subsidy and tax exemption withdrawals.
  5. GlobalData forecasts a 19% full-year decline to 21.8 million light vehicles in 2026.

China's light passenger vehicle retail sales fell 28% year on year to 1.603 million units in September 2026, according to the China Passenger Car Association (CPCA). The same month last year delivered 2.241 million units, a 6% rise. September marked the twelfth consecutive month of decline in the domestic passenger market.

The domestic slump sits next to an export boom. Shipments of built-up and knocked-down vehicles rose 74% to 917,000 units, up from 528,000 a year earlier. Chinese plants are still running. They are increasingly building for buyers abroad.

How deep does the segment split go?

New energy passenger vehicles — mainly battery electric and plug-in hybrids — declined 17% to 1.084 million units. Internal combustion engine vehicles and conventional hybrids fared far worse. That segment plunged 43% to 519,000 units, CPCA data show.

The nine-month picture is equally stark. Retail sales of light passenger vehicles dropped 22% to 13.334 million units through September, after growing more than 9% to 17.031 million units in the same period of 2025. Every major segment declined.

NEV sales fell 13% to 7.758 million units. The CPCA attributes part of the weakness to the withdrawal of some government subsidies and tax exemptions. Policy support built this market. Its removal is now testing it.

ICE and HEV passenger vehicle sales dropped 31% to 5.576 million units in the first nine months.

What is driving the contraction?

The macro backdrop has soured. China's economic growth slowed to 4.3% year on year in the second quarter of 2026, down from 5.0% in the first quarter, with exports doing the heavy lifting while household spending weakened.

Beijing has introduced measures to lift consumer spending. Their effect has been offset by rising fuel and energy prices stemming from the war in the Middle East. Stimulus on one side, cost pressure on the other. Households appear to be deferring big-ticket purchases.

The CPCA data describe what happened, not why in full. The association has not quantified how much of the NEV decline traces directly to subsidy withdrawal versus broader demand weakness. That gap matters for anyone forecasting a recovery.

Are exports carrying the industry?

Passenger vehicle exports surged more than 76% to 7.015 million units in the first nine months of 2026. NEV exports nearly kept pace on a growth basis, rising 139% to 3.887 million units.

That export growth is absorbing capacity domestic buyers no longer take. It also exposes Chinese OEMs to trade policy risk in Europe, North America and emerging markets — a variable the CPCA data do not address.

What does the full-year forecast say?

GlobalData expects a 19% decline in light vehicle sales to 21.8 million units for full-year 2026, down from 26.9 million units in 2025. A near-five-million-unit contraction in the world's largest market carries obvious consequences for supplier volumes, plant utilization and program timing across every tier that ships into China.

One caveat: GlobalData's number is a forecast, not a result. The fourth quarter includes December, typically China's strongest sales month. A late stimulus effect could narrow the gap. Nothing in the September data yet shows that turn.

What to watch next

Watch the October CPCA release for any seasonal rebound and the durability of export growth above 70%. Watch Beijing for any renewal of NEV purchase incentives ahead of year-end. And watch whether the 43% ICE-HEV decline steepens — that segment is closest to structural exit, and its remaining volume will shape which plants and powertrain lines lose load first.
