ElectroMobility Poland (EMP), the state-backed company behind the Izera electric vehicle program, will build its EV plant with Foxconn, according to a report from electrive.com.

The partnership pairs a Polish government-owned vehicle developer with the Taiwanese electronics giant that already assembles vehicles for other brands. For EMP, the deal addresses the question that has hung over the Izera project since its launch: who would actually build the cars.

EMP launched the Izera brand in 2020 with two electric crossover concepts, a hatchback and a wagon, built on a platform licensed from Geely. The company targeted production at a site in Silesia, in southern Poland's coal region, with plans that have shifted in scale and timing as the program searched for a manufacturing partner and awaited decisions on state aid.

Foxconn brings contracted manufacturing experience from its operations in Asia, where it assembles models for established automakers. The Taiwan-based group has positioned itself as a contract manufacturer of choice for new EV entrants that lack their own production base.

For Poland, the arrangement keeps a flagship industrial project in the country at a time when the government is trying to anchor battery and EV supply chain investment in Central Europe's largest automotive market. The Izera program has framed the plant as a jobs and supplier-network play for the Silesia region.

Details reported so far cover the intent to cooperate on plant construction; capacity figures, investment totals, production start dates and vehicle volumes have not been confirmed in the announcement as relayed by electrive.com. EMP's earlier statements pointed to an initial output in the tens of thousands of units per year, with an investment figure that moved between roughly 4 billion and 6.6 billion zloty depending on the phase and configuration cited at different stages of the program.

The deal should be read as an announced intention rather than a confirmed production plan. EMP has signed platform and supplier agreements before without reaching start of production, and the Izera timeline has slipped repeatedly. Foxconn's own EV contract ventures have also seen programs scaled back or restructured after initial announcements.

What to watch next: a signed definitive agreement with a fixed site, capacity and launch date; the Polish government's state aid approval for the Silesia plant; and whether Foxconn commits tooling and engineering resources on a schedule consistent with EMP's revised production targets.
