BAIC, CATL widen China battery-swap push without timetable
BAIC and CATL plan a broader Choco-SEB swap network, with dealer support and more compatible vehicles. CATL says 2,500 stations now; scale and timing remain undisclosed.
Scope of change
- CATL says it operates around 2,500 Choco-SEB stations in 200 Chinese cities and targets 30,000.
- The new BAIC-CATL agreement covers joint vehicle and battery work, swap stations, energy services and business models.
- BAIC and CATL signed their first swappable-battery contract in June 2024.
- The Arcfox Beta S3 launched in China in May, while a swap version of the Beta T1 entered the MIIT catalogue in August.
- Newcool, a Huawei Group smart-car specialist also known as Yinwang, recently joined the ecosystem.

CATL says it operates “around 2,500 battery swap stations in 200 Chinese cities,” and its long-term goal is “30,000 stations” — roughly 12 times the claimed current footprint. BAIC’s newly signed agreement with the battery supplier and swap-network operator is meant to accelerate that expansion, though neither company has disclosed a timetable, network scope or specific passenger-car models.
What does the new agreement cover?
The agreement, reported by Chinese media, covers joint vehicle and battery development, creation of a battery-swap station network, and development of battery energy services and innovative business models. The partners describe the shared objective as an ecosystem “capable of serving millions of vehicles.”
The reported announcement gives no station count, investment amount, build schedule or swap throughput for the agreement. In other words, the headline scale sits well ahead of the operating details. A grand target still needs an address and a timetable.
BAIC, the Chinese OEM, and its brands have committed to develop more models compatible with CATL’s Choco-SEB system. BAIC also plans to use its dealer network to help CATL place swap stations near dealerships. Those two commitments connect vehicle compatibility with physical access, the practical pieces that determine whether customers can use the network.
Takeaway: The deal sets the broad direction, but not the scale, cost or schedule of the rollout.
Which BAIC vehicles already fit?
The agreement builds on BAIC and CATL’s first contract, signed in June 2024, covering vehicles with swappable batteries, battery-block development and data management. The Arcfox Beta S3 is one of the compatible models; it launched in China in May. A battery-swap version of the Arcfox Beta T1 also appeared in China’s MIIT vehicle catalogue in August.
A model launch and a catalogue listing do not establish broad production volume. The announcement provides no monthly output, annual capacity, prices, battery specifications or station coverage for either Arcfox model. The Beta S3’s launch makes it the clearest road-going example in the agreement, while the Beta T1 catalogue entry shows one additional model has reached a formal listing.
CATL has not said when the new BAIC-compatible models will launch, how many will be built or where they will be sold. In plain terms, do not mistake “compatible” for “deployed at scale.” That distinction is doing a lot of work here.
Takeaway: One launched model and one catalogue entry show progress, but neither comes with a production target.
What is CATL’s Choco-SEB network?
CATL operates the stations and wants a larger user base for them. The company applies the swap approach to passenger cars, vans and trucks, with standardized swappable batteries offered in several sizes. The brand name comes from the batteries’ block-like appearance: “Choco” evokes the individual blocks of a chocolate bar, while SEB means “Swapping Electric Blocks.”
The chocolate analogy is memorable. The rollout schedule, so far, is not.
That range gives the network broader potential than a passenger-car-only scheme. It also raises the question of whether BAIC vehicles will use the same battery blocks as the vans and trucks. The agreement does not specify standards, hardware versions or the number of compatible models.
Chinese outlets also report that Newcool has recently joined CATL’s battery-swap ecosystem. Newcool is a smart-car specialist from the Huawei Group, also known as Yinwang. Its arrival adds another name to the reported ecosystem, but the announcement gives no station count, model launch date or production commitment tied to Newcool.
Takeaway: Choco-SEB has the hardware breadth to serve several vehicle classes, but BAIC’s place in that breadth remains undefined.
How large is the claimed network?
CATL’s own statement puts the present footprint at around 2,500 stations in 200 Chinese cities. Its long-term goal is 30,000 stations, implying 27,500 more stations if the target is reached. That figure is a stated ambition, not a confirmed build plan, and no investment, operating cost, utilization threshold or rollout schedule accompanies it.
The dealer-assisted approach may speed site selection because BAIC already has customer touchpoints where a battery swap could complement a vehicle sale. It may also expose the weakness in the plan: compatible vehicles, station density and reliable service must arrive together. A network can be numerous and still be inconvenient.
CATL says its Choco-SEB system currently supports passenger cars, vans and trucks, offering various sizes of standardized swappable batteries at its stations. It has not disclosed how many vehicles use the existing network or how many swaps each station handles.
Takeaway: The 30,000-station goal rests on execution data that neither partner has yet provided.
What should readers watch next?
The first useful disclosures will be concrete: the first date for additional BAIC- or Newcool-linked Choco-SEB-compatible model launches; the number and location of dealer-linked stations opened; and evidence that the network can support meaningful swap volume. A move from roughly 2,500 toward 30,000 stations would mark network progress rather than intent.
The milestone to watch is a verified station opening, a named model in volume production and a disclosed swap-throughput figure — not another ecosystem slogan.
